If the broom is meant to send the message that you'd-better-clean-up-your-act, Dato Khir guy must be thinking in English to come up with the idea of presenting it to those who deserved such an honor. There's no way you could have missed the message if you do the thinking in English just like Dato Khir guy had done.
But if you happen to be doing your thinking in Bahasa Melayu, you will no doubt come to the conclusion that Dato Khir guy has no respect for you that he doesn't have to think twice how you'd feel as a Malay to receive a broom as a present in an official ceremony with press photographers going snap! snap! snap! to take your picture and run it in the national newspapers.
Maybe the Malays like Dato Khir guy have come of age to finally leave behind the suffocating Malay adat resam, the baggage some will have you believe that has locked the Malays in their tempurung the last couple of centuries. Maybe Dato Khir guy is the embodiment of Melayu Glokal. The new breed of Malays who don't take offence to the silly nuances of the adat resam that have prevented the Malays from moving forward to catch up with the rest of the advanced races in the world.
It could also be a game with a sinister meaning that Dato Khir guy is playing now that the open season of politicking has started to pick up. Ordinary folks are going to remember the broom like they have never remembered it before. The broom is going to be Selangor's main political visual that will get the folks all excited to say; oh what a good Menteri Besar Dato Khir guy is, he has cleaned up all the corruption practices in the state that it would be a sin if we don't vote for the party he is representing.
Of course no one is questioning who's paying for the overseas trips as the incentive for those who have carried out their duty in collecting money from the people in the form of quit rents and stuff like that. Chances are they're going to watch belly dancing cruising down the Nile in a boat.
Wasn't it the broom that started the 13 May when the non-Malays went around the city in the open truck brandishing the brooms to send the clear message to the Malays that they were about to be swept back to the kampong where they had came from? If this is indeed the game Dato Khir guy is playing, so that the Malays can be reminded in a subtle way of the consequences of giving your vote to the other side then I believe he is the most cunning Malay politician in Selangor.

If khir paid with his own money for the brooms then I have no objections, just don't spend public money so that you could play with symbolics.
One more think, if this practice is adopted at all levels then I can bet every minister's office would be full of brooms.
Kata Tak Nak: You know better that no one pays something out of one's pocket for things you give away to people. You don't make that kinda sacrifice. You are not trained to do that. It's not the kinda thing people do. People from that side of the fence, that is.
It's a new business development program, sir. One can make a decent living supplying brooms. In fact one can make a good living at it to built a house bigger than Melawati Stadium.

The khir guy is actually thinking in English,Malay and Khirthink( its something like Trengganuspeak or Kedahspeak, but this is Khir guy thinking in Khirthink. Err...I'm confusing myself a bit here.)
You've mentined the thinking in English and Malay stuff.
Im Khirthink mode, it means what Khir guy had been thinking all along( or all night long): sweep away the squatters colonies from selangor and his aim of sweeping away the opposition. He had said it time and again: Pembangkang sifar and Setinggan Sifar.
Now, these two items in Khirthink will need a lot of brooms.
The hardware apek, my neighbouring shop was all smiles when I showed him the photo of Khir guy handing a broom to some important guy. The apek's eyes sparkled as if saying, Ali Rustam too should start using the brooms in Melaka. Good for apek's bussiness,right?

Hmmm...after deliberating on the matter close to 3 long seconds, here my take:
I think all of us underestimate another thing which the Malays are very famous for: witch crafting! Yup! And as we know from the super intelligence box - formerly known as the idiot box - all witches uses a broom, and perhaps, that's what Khair is doing: mumbo jumboing the voters already so they forget every thing! Case in point?

Cost wise, if the brooms are bought at Tesco - no sweat la.
But if the brooms are procured from a panel of suppliers based on closed tenders subject to price review as per item specification prescribed in conformance to ISO9001 standard ke or Harry Potter's requirement and supported by manufacturing plants visit verification - habih laaaahhhhhh!!! kena panggil AG buat audit lagi.
But there are other intangible costs too you know. Even in MNCs, there are certain clauses in codes of conducts expecting decorum & respect to local norms & cultures.

Ibu: You know the deal. The supplier gets the brooms from Tesco at wholesale price. He/she then won't bother to do this as this will unnecessarily add up to the cost).
Fauziah Ismail: You've missed the bus. But don't worry, I'm sure there's another business opportunity supplying the broom handle. Handles are made of aluminium with a screw-on dowel at the tip. But then again, you'd better hope that they use the broom in the first place in order for the handle to give way.

Sepatutnya yang memberi dan menerima penyapu itu bertukar tempat. Kesalahan bukan kerana tak buat kutipan, tetapi kerana membuat kutipan yang berlebihan.
Those awarded with the broom are this Khir guy sub-ordinates, so to speak. If your sub-ordinate didn't perform satisfactorily or didn't achieved the stated KPI, shouldn't you as the head also failed? This Khir guy should receive an even bigger broom.
Zabs: Mungkin juga kita tak perlu buat andaian di sebalik pemberian penyapu kepada mereka yang dianggap layak menerimanya. Tapi bagi orang Melayu, penyapu ni benda yang kurang elok, bagi bagi pemberi atau penerima jika dibuat sebagai hadiah. FIRST BROOM
For having a a massive gigantum of corruption right under his nose in Port Klang...if that doesnot qualify for a broom i dont know what will.
SECOND BROOM.
For the rape of Bkt Cilakah...he certainly need a broom here.
THIRD BROOM
For the existence of corrupt ADUN with an Istana to his name serving under him...he deserved a broom for his inability to choose a decent leader for the rakyat.
I still think as a leader he deserved a lorry load.
